It was IODF and microcode. I am limited to a single CEC (a Z/9). Eventually, dynamic IODF changes will fail when the allocated HSA fills up. Either that, or an LPAR won't activate because the HSA has encroached on the available storage for that LPAR and will require a unplanned update via the HMC. I prefer to avoid both situations. There a still a few (very few) microcode changes that require a POR to fully implement. The issue is alleviated, but not eliminated, w/a z/10 because there is, IIRC, a 16 MB dedicated HSA. Eventually this too will fill up and require a POR.
