I would wonder if zPrime is leased under the usual "no disassembly, or reverse engineering" type clause in the lease. If so, then IBM could not legally inspect the code without a court order from a judge. And that would likely be done during discovery in a lawsuit against Neon. But, from what little I know, that does not necessarily mean that IBM employees could actually look at the code.
