As is "the cloud" or anything else which is "mission critical" but outside your 
personal control. Such as using a 3rd party SaaS application (which I think we 
used to do, but I don't know - it was discussed). As a simple example - instead 
of getting a local copy of the US ZipCode database with verification software, 
just ship the request via SOAP to an outside vendor. Fine, until the vendor's 
system is unavailable for any reason (power outage, communications outage, 
software outage, DoS attack, and so on).

Mangement today is simply not paranoid enough. Or, more likely, just don't care 
when compared to bring down costs in order to increase their bonus.
