z/OSe is *the same* code as z/OS. The IFAPRDxx member is used to determine which features are enabled.
e.g. COBOL. The Compiler would not be allowed under z/OSe. However, the run time would be. Thus a program could be compiled on one machine and executed on another. z/NALC vs. Z/OSe pricing is another issue entirely and will need to be dealt with via IBM or your IBM business partner. Changing the IFAPRDxx should get you past the issue below.
