I've experimented further with this.  I find that when I set the PREFIX
to other than its default value of my user ID, then:

o As reported before, FTP sets my directory on entry to the value
  specified in PROFILE PREFIX.

o The z/OS Unix shell command, "cp '//unqualified.data.set' ..."
  continues to prefix data set names with my user ID.

How?  Does FTP take a trip through the TSO TMP to get the prefix?
Where is it stored?

Why the difference?  Isn't FTP, like most communication services
nowadays z/OS Unix based?  Don't they both use the same CRTL?

Does IBM not recognize the value in consistency here?  Am I 
failing to understand the differing objectives of the respective
designs?  Yah, yah; I know; Conway's Law again.
