I haven't looked at the CBT file, but *IF* what it does is to use CEEPIPI to
initialize the LE environment and THEN call "any old" COBOL program, this is
EXPLICITLY allowed for z/OS.e (and has been since day one).

This certainly is NOT the "intended target" for z/OS.e - but it is clearly
documented as allowed (both technically and by the license).
