No. AQ64238 would be an APAR fix issued prior to the PTF fixing PQ64238. (Multiple such would be BQ..., etc.) UQ6888x will SUP AQ64238 plus any other APAR fixes, thus satisfying the HOLD. SMP/E has no knowledge of "PQ64238".
