SMP/E will not receive a USERMOD, APAR or PTF SYSMOD for an FMID that is not defined to the GLOBAL zone (rejected as NOT APPLICABLE).

Receiving a FUNCTION SYSMOD for an FMID is the usual way of defining an FMID to the GLOBAL zone, although it can also be done by other means (UCLIN).

I suspect there may also be checking during APPLY/ACCEPT to restrict a SYSMOD for one FMID from indiscriminately modifying an element "owned" by a different FMID.
