Long ago and far away, one had to zap BNJMTERM into the list of memory termination routines in CSECT IEAVTRML of load module IGC0001C to assure that NetView's memterm cleanup routine got control. I don't know whether this is still necessary (we added a RESMGR service some time ago that NetView could use instead). But if you did do the zap and BNJMTERM cannot be found in the order of program call, then IPL will fail when NIP is memtermed.

This matches your symptoms perfectly: If you removed NetView completely but left the zap in place I'd expect to see what you're describing.
