This sort of process is very similar to those used by shops that have MQSeries (we do it here as well). Triggering is built into the product and, assuming you have some sort of monitoring product that can issue email/paging alerts, any problems encountered along the way can trapped. As for using MQ for ftp'ing a file, there are several different ways to approach this, but it will involve code (in-house developed, or purchased). But, once it's setup, it's pretty simple to use.
