That, of course, is inexcusable.

The time to do the homework was prior to taking over the maintenance.
At a minimum the cleanup should be charged to their budget.

Then the inexperienced users should realize that they are
inexperienced and ask for assistance in putting proper procedures in
place before they do anything else.

them then they should clean up their own mess.
