The only reason I can think of why a WTO would not show up somewhere  almost 
instantly is if there is an extreme WTO buffer shortage because some  process 
has generated a massive number of WTOs in a very short period of  time.  This 
is not your case, apparently.
 
Another quirk of WTO processing is that they will not necessarily appear,  
whenever externalized, in the same sequence in which they are issued.  In  
order 
to be sure of the sequence, you should put your own time stamp in the  WTO 
text and use a granularity of a microsecond or less.  E.g., do a STCK  and 
display at least the right-most half.
 
SRBs are interesting creatures.  I had one recently that would  take anywhere 
from 50 microseconds to 50 MILLISECONDS to be SCHEDULEd inside  disabled 
code.  I have a hard time understanding why it takes so long to  put an SRB on 
a 
queue.  I finally redesigned the process so I didn't have  to use an SRB any 
more.
