So tell them what they want to hear; e.g., "I am thinking very seriously  
about relocating to very near this job."  If they force you to sign a  
contract, 
tell them you changed your mind and are no longer interested in  their job.  
No contract, no need to move.  Management can change  their plans and sack 
people right after they move, so you can change your  plans, too, and not move 
after almost promising to do so.
 
Loyalty is a two-way street.  No loyalty from the top down sooner or  later 
results in no loyalty from the bottom up.
