In my experience IMS is indeed extremely efficient, but one of the strikes against it is that unlike DB2, there doesn't seem to be very many vendor products that support it. For example, I only know of two products that can be used to browse and edit IMS databases, and those are FileAID (Compuware) and File Manager (IBM).
Perhaps if there were more vendor products to support it, IMS might be more popular.
