I can tell there is quite a bit of confusion regarding the original question and the follow-on answers.
In HCD you need to create a separate OS configuration for each system. This is done through option 1, selection 1. One OS configuration can be named "TEST" and the other OS configuration can be named "PROD". The primary things you control through the OS configuration are the console addresses for NIP, and the EDT table(s). In your LOADxx member, you must specify the OS configuration to use in the IODF statement. I am going to assume you have everything already set up except for the OS configuration name. This name must match the name you used in HCD. The device access lists are usually created through the sections of HCD according to the LPAR access lists. You can check and customize the access lists for the OS configurations also.
