1. You define the deices as online to both the prod and test LPAR.
2. You point the prod LPAR to the new IODF.

There is a single IOCDS for the CEC, not one for each LPAR.
SYSx.IPLPARM(LOADxx) can point to the same IODF for prod and test, or
to separate ones, but it's easier to manage with one. If A3 is the
most obsolete IOCDS slot, then you would use HCD to load it from your
new SYS1.IODF5, after first ensuring that you have a tested fallback
procedure.

Why are you editing IOCP input? Or are you talking about LOADxx rather
than IOCP? You still need to use HCD to define the OS configurations,
and you wind up with one more thing to keep in synchronization. Use
HCD to define a single IODF that includes every OS configuration.

There is no connection between the LPAR and the OS configuration
except insofar as your LOADxx members create such connections. It's a
question of what LPAR and OS configuration sets are easiest to manage
in your environment.
