I don't know about launching a z/OS or z/VM assembler/compiler from a Windows workstation, but if you have a z/Arch assembler/compiler that actually runs on your Windows workstation, then The Hessling Editor (THE) and Regina are good tools to use. THE can be found here: http://hessling-editor.sourceforge.net/ and there is a link there to Regina. Regina is a REXX implementation that can run on Windows, Linux and maybe other platforms.
