Please also consider that we have to test everything that changed
following maintenance. If you replace everything then everything has to
be tested before roll out, as opposed to a targeted test of one area
affected by a single PTF. (Not saying that this is hard for David's
product but a concept.)

If I can apply a single PTF  to fix a single problem then I can get this
tested and rolled out through the sysplexes much faster and easier than
a full replacement. In these days of smaller staffing coming up with
people to do a full functional test of a product isn't always easy.
