Problem resolved. After trying unsuccessfully to move data sets from these two volumes, we placed a call to IBM. They recommended applying HIPER PTFS - UA09444, UA10497, and UA12577. These update the LPALIB module IGDZILLA. After applying, the LINKLIST was refreshed and SMS cycled with a FORCE SMS,ARM. When SMS came back up, the problem volumes were available to SMS.
