I think we mostly agree, and I'm sure no one wants to hear us argue all
night. Just could not resist on two things:

I searched all of the z/OS doc on OPEN. I hoped BookManager would tell me
how many hits it got. It did not, but I'm sure you understand the point I
was trying to make.

It sort-of exists. Much is documented in the API manuals, which are
available for purchase.
