Bruce - Are you saying you cannot do a dynamic activate removing devices 
from NIPCON?  If that is the case I will be attempting to do the very same 
thing this Sunday when I put in other hardware changes.  Are you saying it will 
fail?  When I do an ACTIVATE with the test option, it comes back with no 
reasons it would fail.
