Okay, I am probably way off base, but is it possible this might be related
to Security?

I now there was an APAR at z/OS V1.1 that required some security profiles
for the Console.  OW53806

    *                         VARY CN,LOGON=                       *

    VARY CN,AUTH= command was failing with MSGIEE345I because
    it requires 2 security profiles.  Documentation needs to
    be enhanced to describe the 2 security profiles.

MVS.VARYAUTH.CN

Probably not this issue, but thought I would throw it in.
