No, that just means that the system has no swap space. It would be like
not allocating a paging area to z/OS. Is that possible? I don't know,
but it's probably a bad idea.
Likewise, if these are Linux machines under z/VM it is recommended that
they have at least one virtual disk swap area (two are preferred). This
way if there is a spike in storage needs, it can be satisfied by the
swap and z/VM will page out the swap when it's not used (since it's just
storage anyway).
