I believe the same entitlements attach to the "Tech Q&A" on IBMLink,
based on the support contract; e.g., SoftwareXcel Basic vs SoftwareXcel
Extended. "Extended" is entitled for Q&A, while "Basic" is "problems
(defects) only".
