System Logger has its own administration of the contents of its datasets
and does not care to keep HU-RBA and those counters up-to-date. After an
APAR a few years ago, it writes HU-RBA once per dataset, but you can't
rely on it, so you can't use utilities that copy the data based on the
VSAM statistic.

However, if you do a CICS Initial start, as Shane suggests, you don't
care about the contents of the Logger datasets.
