I've found that the Panel help is field sensitive ie. cursor-locate 
(tab) to the field in question then PF-1 for help.  You'll get the 
information the Data Column Descriptions help panels for that 
specific field.  There'll usually be discussion in the Help about 
default/blank values.

ps.  z/OS v1.7 here if that makes a difference tho' I *think* it 
functioned that way with v1.4 as well.
