I read these chapters before, but after reading them again, I think I
see what is meant: blank causes an internal default te be used, which is
documented here. So, if I don't specify primary days non usage, the
fields in the panels are left blank, but internally a value of 2 is
substituted. 

Since no value is shown on the panels, I can't see there what will
happen to the dataset, nor will the online help tell me and the text in
sc26-7402 was not clear to me either when I searched it then. That
caused the confusion.
