The HMC, of course. There is an option to IPL from an FTP server or the CD/DVD reader. Still, I think you're confusing software delivery over the internet with the software itself only being accessible over the internet. Without even looking at the details, I would have to think that what is being delivered is either: - typical files that can be written to tape, or - a .iso image that can be burned onto real media. You could then IPL from the CD/DVD reader and proceed from there. In the specific instance of a brand new mainframe shop, I would imagine they would opt for tapes, but not having heard the details of any of those cases, I can't be sure.
