To each his own.  Most of my REXX execs do not use ISPF services at all.

Why are you separating the two?
I rarely write REXX execs that do not interface with ISPF.
I've had this discussion with the REXX list owner.

Under TSO, REXX without ISPF functionality is like COBOL without packed
decimal.
