Odd comparison.  But then, I've never written a COBOL program.

I've written lots of REXX and very little of it had anything to do with 
ISPF.  Most of the execs run under NetView rather than TSO so I
guess they don't count in the is discussion.  Most of the others are 
utilities that can run either under TSO or in batch - either batch TSO
or IRXJCL.  Depending on ISPF functions would add little to these
utilities and would limit their usefulness.

REXX is adaptable enough to fit into many niches - many that have
nothing to do with ISPF.
