If I understand zIIP processing correctly any work that is run as an
enclave on z/OS is zIIPeligible.  However, the work then has to be made
zIIPenabled by the subsystem that created the enclave.  That's where
the API comes into play.  Even DB2 doesn't enable all its zIIPeligible
