Why ? IMHO it is intellectual property as z/OS is.
Now, time for arguments:
1. If someone discloses something "secret", he breaks NDA, but if I know
the "secret", but did not sign any NDA - I don't break any rule. For
example it was perfectly legal for me (since I didn't sign any NDA) to
talk about z10 features before Feb26.
2. I can legally *know* and use undocumented features of hardware or
software. So, in theory - I can write my own code for zIIP.
