What if you physically powered off the console devices that are defined in the 
IODF?  If none of the devices defined in the IODF are available at IPL, then 
z/OS will send NIP-time messages to the HMC console.

The power switch is a pretty simple "switch", one which is dynamic and easy 
to implement and back out!
