John, What we did was to setup two ranges of consoles one for the primary (104x) command center and the other (114x) for the backup. Each is on a separate Visara Console Controller and each Visara is on a different CHPID. When we want the NIP messages to go to the backup we CONFIG the CHPID for the Primary Offline from the HMC then IPL. z/OS no longer brings all CHPIDs online at IPL I don't know how long this has been but it's been awhile. After the system is up and you can enter commands then you can CONFIG the CHPID back online. It works the same for the messages going to the HMC as well.
