During the IPL, if memory servers me correctly, the z/OS IPL screen will
appear wherever the first interrupt is...

What if you physically powered off the console devices that are defined in
the 
IODF?  If none of the devices defined in the IODF are available at IPL, then

z/OS will send NIP-time messages to the HMC console.

The power switch is a pretty simple "switch", one which is dynamic and easy 
to implement and back out!
