Perhaps the fix is to trap the S106 and do a DELETE for the module which
did not properly LOAD? Or, as another indicated, test that the address,
sans bit 0, is not zero. I guess the code would need to look something
like:

        L       15,ADDRESS
        LA      2,0(,15)
        LTR     2,2
        JZ      NOCALL
        BASSM 14,15
...
