Hi Dave,

$ACTIVATE avoidance mostly because of all of the 3rd party products with JES2 
tables and/or exits.  The way our change control goes, if I did a $ACTIVATE we 
would have had to bring folks in for testing, etc.  Besides, I needed to expand 
spool anyway.  We had outgrown our previous size.  I guessed at the checkpoint 
size I needed and it was too small.  I didn't get a WTOR, JES2 didn't init 
fully.  The ONLY thing I did was to increase the checkpoint size in response to 
that little single green message.  It said that the checkpoint was too small.  
The message is easy to miss.  If Eric wants to give it a try, it will only take 
him a few minutes to build the larger checkpoints and give 'er a go.  His 
mileage may vary.

Like I said, I have not done 1.9 yet, so my situation may not apply to Eric's.  
I was moving from 1.4 to 1.7 at the time.
