Do you get that first JES WTOR? I ask, because I'm now unclear where you are in the IPL. If, as you seem to be saying, this is a new and complete system replacement, then formatting spool could take awhile. How large is your spool dataset. Is to more than one volume? It seems that you should have either a wait state, or a WTOR. The the SAD display on the HMC show any channel activity. If so, what is it the dasd or the console channel?
