If they have a list of companies -not- using the feature, then one could easily infer that everyone else is either not using anything or the IBM feature.
Also consider it is a little tough to do PIN stuff without such. Further, it follows that every institution that is not on the list and does PIN stuff must be using -something-. Wonder what? Further yet, enciphering/deciphering is CPU intensive. Using the hardware makes a rather good business case. Finally, of course you are a 'mainframe bigot'.
