I think that's rather harsh.
What need, business or technical, do you have to look at the contents?
What would you do with it?
Don't bother answering me, as (to me) the question is rhetorical.
If you have a valid need, write up a requirement and send it on to IBM.

It's not a matter of 'Big Brother'.
Rather it's a matter of protecting proprietry information, ensuring the system 
runs, and making sure that your foot remains bullet-free.

You may have an odometer in your car, but you are not legally allowed to change 
the readout by any other process except driving around.
