IBM carefully selects, invests, designs, etc. new system z features to 
enhance IBM’s software (not just for the fun it). Programming notes can 
highlight the value of those features, such that many customers would want 
to be able to take advantage of its benefits. However, there are features 
which seem to be intended to allow IBM to provide a service to user level 
applications, but the infrastructure for that feature can only be reasonably 
implemented or managed at an operating system level. I believe that features 
like these tend to (but are not guaranteed to) imply that the operating system 
will have a programming interface to take advantage of it. Hence, the 
programming note implies that there is (or should be) some sort of 
programming interface.
