Agree, or disagree, is irrelevent. If the guys supporting, and writing code for, z/OS say there is no programming interface for users in the system, then there isn't one. z/OS may (or may not) exploit the programming interface (if it exists), but there is NO obligation to externalise it. You may not like it, but that's too bad.
