We delete all the TCDB's including the VGENERAL  & re-define the VGENERAL 
& a TCDB for the range of native tapes we've brought to DR.  This means 
the VGENERAL & TCDB for the native tapes are empty.   We define the 
library environment at DR which is usually a VTS and an MTL for the native 
tapes.  Then we insert the native tapes we bring to DR into the MTL. 

We use TapeCopy/VDR from OpenTech to vault the needed copies of the 
virtual tapes.  In addition to the VGENERAL & TCDB for Native tapes, I 
define an empty TCDB for the DR tapes (we use DR0000-DR9999 at DR).  Last 
step is to insert the DR* tapes as scratch and then load the virtuals - 
generally just the last weeks worth - back into the VTS at DR onto the new 
DR* tape volumes.

If a job calls for a tape that's not a DR* volser, we know that either it 
wasn't vaulted correctly or I haven't reloaded it into the VTS yet.
