The CDS is not a PDSE (although this thread started taking about something different). It is protected via reserve, so it really doesn't take a lot of planning or considerations other than making sure you let the reserve happen from each system or complex accessing the data set. The OP never responded back if the LIBSTATION ENQ was also issued with RESERVE.
