Mainly because what you are doing is unsupported by IBM. So results are interesting. It is also a really good way to wipe out a PDSE entirely if you update it from both systems. Done that. I think the reason is that parts of the PDSE are buffered by z/OS and not immediately "hardened" to the DASD.
