Developing a product under z/os UNIX raises the complexity but just does not 
add that much value.  

Using a ZFS/HFS file over a z/os dataset is just a matter of personal 
preference by the developers but can be a huge PITA for us support folks. 

We ask why we have to have two completely different infrastructures. That 
raises the cost of doing business, sometimes more so than the value added by 
the product.  Complexity breeds fragility.
