There's ownership and there's support.
OWNERSHIP: Quality Assurance (or whoever promotes to production).
SUPPORT: A group that knows how to programme in REXX/CLIST, ISPF, etc. This 
group can be attached to SYSPROGs, APPs, QA, or be independent. But, they have 
to know the above plus shop standards, to ensure the they are enforced as much 
as possible. If you have a source/module management packages, they should know 
that too.
