We use CA-Endevor. The Change Management team creates and updates all its 
"processors", which are the equivalent of PROCs. If we used PROCs, then my take 
would be that the Sysprogs would maintain the "base model" PROCS. Any modified 
PROCs would reside in a user PROCLIB referenced via a JCLLIB statement.
