Both the machine numbers and IBM's published MSU numbers are software numbers. Each generation has been discounted. This means that hardware MSU (what the machine can actually do) are more and more out of line with what the software numbers (what the machine says it can do, and what vendors use for pricing if they use MSU) are different. So your z9 T03, rated at 95 MSU (your number), should get a hardware number of around 117. Not exactly what the service units say, but they've never matched perfectly. While I may have some of the details wrong (I hope not) I hope this explanation helps. I'm sure others will be happy to correct anything I have wrong.
