I don't know UK law (or US law or any other law besides Moore's and Murphy's <grin>). I would guess that it is fine for a publisher to go beyond standard copyright to futher restrict the lending or selling of their material. It sounds more like a EULA. And there is some discussion about EULAs and the concepts of "contracts". This is getting well beyond me.
But, in the specific case you cited, I would likely refuse to buy the book and let the person (bookstore) who is offering it exactly why I refuse to buy it. Something like, "That seems to be a very interesting book. But given the restrictions on lending or selling it, I'm not going to buy it." If enough people tell the mass marketers "forget it", they will either change or go out of business. Not that I expect many to do this. Also, if I remove that page, then lend or resell it, how can the publisher know that I removed the page? "What page? The book never had such a page when I got it." Also, does the bookstore require a signed document stating that I have read, understand, and agree to those restrictions? If not, how do they prove that I did agree to it? If I didn't, then the *bookstore* is in violation of the terms of the sale imposed by the publisher. Unless there is futher law in the UK which says such is legally binding on all buyers of books. Then, "ignorance is no excuse", and you can get sued by the publisher. Or, given big media's influence on legistrators, possibly be thrown into jail with "classical" criminals.
